But these two, who allegedly had rocket launchers! and much much more!, were charged with being in possession of an explosive substance for an unlawful purpose!! under the Explosive Substances Act 1883!!! So..."a record haul of chemicals"..."some kind of masterplan"..."rocket launchers"...and I ask you: what is the difference between this and terrorism? There is more coverage from two small-town British papers (here and here).
